Belirsiz Gelecek: 50\/d&#8217; raporu ile ara\u015ft\u0131rma g\u00f6revlilerinin mevcut \u00f6zl\u00fck haklar\u0131, g\u00f6rev tan\u0131m\u0131na ili\u015fkin sorunlar\u0131, akademik performans k\u0131staslar\u0131na bak\u0131\u015flar\u0131, gelecek kayg\u0131lar\u0131na ili\u015fkin g\u00f6r\u00fc\u015fleri, doktora sonras\u0131 kadrolar\u0131na ili\u015fkin sorun alanlar\u0131, akademik performansa ili\u015fkin sorunlar\u0131, kurum ve meslek aidiyetlerine ili\u015fkin g\u00f6r\u00fc\u015fleri belirlendi.<\/p><p><a href=\"https:\/\/www.ebs.org.tr\/ebs_files\/files\/yayinlarimiz2021\/Guvencesiz_Meslek_Belirsiz_Gelecek_50d.pdf\"><b>RAPORU \u0130ND\u0130RMEK \u0130\u00c7\u0130N TIKLAYINIZ<\/b><\/a><\/p><p><b>\u201c50\/d kadrosu i\u015fsizlik korkusu veriyor\u201d<br \/><\/b>Raporda, ihtiya\u00e7 olmas\u0131na ra\u011fmen 50\/d kadrosunun i\u015fsizlik korkusu verdi\u011fi ifade edilen raporda, \u201c50\/d maddesine g\u00f6re atan\u0131p da y\u00fcksek lisans e\u011fitimlerini tamamlayanlar\u0131n, doktora e\u011fitimine alt\u0131 ay i\u00e7inde ba\u015flamalar\u0131 kanuni zorunluluk h\u00e2line getirilmi\u015f, alt\u0131 ay i\u00e7inde e\u011fitime hangi nedenle olursa olsun ba\u015flayamayanlar\u0131n kurumlar\u0131 ile ili\u015fiklerinin kesilece\u011fi ifade edilmi\u015ftir. D\u00fcnyadaki di\u011fer uygulamalara bak\u0131ld\u0131\u011f\u0131nda T\u00fcrkiye&#8217;de g\u00fcvencesiz ve s\u00f6zle\u015fmeli Ara\u015ft\u0131rma G\u00f6revlisi mesle\u011fine ili\u015fkin sorunlar\u0131n ba\u015f\u0131nda, yeti\u015fmi\u015f \u00f6\u011fretim eleman\u0131 ihtiyac\u0131 varken, doktora sonras\u0131 i\u015fsizlik ve gelecek kayg\u0131s\u0131 olu\u015fturan 50\/d kadrosunun varl\u0131\u011f\u0131 gelmektedir. Doktora sonras\u0131 kariyerlerine akademik sekt\u00f6rde devam etmek isteyen 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlilerinin i\u015fsizlik ve gelecek kayg\u0131s\u0131 ya\u015famalar\u0131na neden olan bir ba\u015fka husus da \u00fcniversite d\u0131\u015f\u0131ndaki istihdam sorunudur. Ara\u015ft\u0131rmaya ve geli\u015ftirmeye ili\u015fkin doktora mezunu istihdam\u0131n\u0131n azl\u0131\u011f\u0131 ve kamu sekt\u00f6r\u00fcne al\u0131mlarda doktora mezunlar\u0131na ili\u015fkin bir d\u00fczenleme bulunmad\u0131\u011f\u0131 i\u00e7in ara\u015ft\u0131rma g\u00f6revlileri stresli lisans\u00fcst\u00fc e\u011fitim s\u00fcrecini bu kayg\u0131larla y\u00fcr\u00fctmektedir. Literat\u00fcre bak\u0131ld\u0131\u011f\u0131nda da 50\/d kadrosunun uyguland\u0131\u011f\u0131 tarihten itibaren sorunlu ve mu\u011flak bir durum te\u015fkil etti\u011fi mevcut \u00e7al\u0131\u015fmalarda g\u00f6r\u00fclmektedir. Bu ba\u011flamda yap\u0131lan \u00e7al\u0131\u015fmalarda 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlili\u011fi kadrosunun mobbing, gelecek kayg\u0131s\u0131, aidiyet sorunu, i\u015f g\u00fcvencesizli\u011fi gibi mesleki problemlerin yan\u0131 s\u0131ra ruhsal ve fiziksel sa\u011fl\u0131k sorunlar\u0131na yol a\u00e7t\u0131\u011f\u0131 g\u00f6r\u00fclmektedir. Dolay\u0131s\u0131yla T\u00fcrkiye&#8217;de akademinin \u00f6nemli bir problemi olan 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlilerinin sorunlar\u0131n\u0131n ve yakla\u015f\u0131mlar\u0131n\u0131n incelenmesinin gereklili\u011fi a\u015fik\u00e2rd\u0131r. Bu rapor, mevcut literat\u00fcre ek olarak 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlilerinin sorun ve yakla\u015f\u0131mlar\u0131n\u0131 incelemeyi ve s\u00f6z konusu sorunlara \u00e7\u00f6z\u00fcm \u00f6nerileri sunmay\u0131 hedeflemektedir\u201d c\u00fcmleleri yer ald\u0131.<\/p><p><b>\u201c50\/d&#8217;den memnun olmayanlar\u0131n oran\u0131 y\u00fczde 81,3\u201d<br \/><\/b>T\u00fcrkiye&#8217;de 2020-2021 e\u011fitim-\u00f6\u011fretim y\u0131l\u0131nda devlet ve vak\u0131f \u00fcniversitelerinin \u00e7e\u015fitli fak\u00fclte ve enstit\u00fclerinde 50\/d kapsam\u0131nda g\u00f6rev yapan 1122 ara\u015ft\u0131rma g\u00f6revlisi kat\u0131l\u0131mc\u0131 ile yap\u0131lan ara\u015ft\u0131rmada, \u015fu bulgular yer ald\u0131: \u201cBulgular \u0131\u015f\u0131\u011f\u0131nda mevcut \u00f6zl\u00fck durumuna ili\u015fkin sorun alanlar\u0131na bak\u0131ld\u0131\u011f\u0131nda 50\/d kadrosu kapsam\u0131n haklar\u0131ndan memnun olmayanlar\u0131n oran\u0131 y\u00fczde 81,3, memnun olanlar\u0131n oran\u0131 ise 8,5&#8217;tir. Yap\u0131lan nitel g\u00f6r\u00fc\u015fmelerde de kat\u0131l\u0131mc\u0131lar var olan belirsizlikler nedeniyle \u00f6zl\u00fck haklar\u0131ndan memnun olmad\u0131klar\u0131n\u0131 belirtmi\u015ftir. Bilimsel \u00e7al\u0131\u015fmalar\u0131n\u0131 \u00f6zg\u00fcr ve sorunsuz devam ettirebilme durumlar\u0131 soruldu\u011funda, kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 53,9&#8217;u devam ettiremedi\u011fini, y\u00fczde 20&#8217;si karars\u0131z oldu\u011funu, y\u00fczde 26,2&#8217;si devam ettirebildi\u011fini ifade etmi\u015ftir. Nitel \u00e7al\u0131\u015fmam\u0131zda da benzer sonu\u00e7lar elde edilerek \u00f6zl\u00fck haklar\u0131n iyile\u015ftirilmesi neticesinde bilimsel \u00e7al\u0131\u015fmalar\u0131n daha sa\u011fl\u0131kl\u0131 bi\u00e7imde devam ettirilebilece\u011fi g\u00f6r\u00fc\u015f\u00fc dile getirilmi\u015ftir. Kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 84,7&#8217;si yurt d\u0131\u015f\u0131nda benzer pozisyonda g\u00f6rev yapan meslekta\u015f\u0131n\u0131n kendilerinden daha iyi bir durumda oldu\u011funu belirtmi\u015ftir. G\u00f6rev tan\u0131m\u0131na ili\u015fkin bulgulara gelindi\u011finde, kat\u0131l\u0131mc\u0131lar\u0131n y\u00fczde 66,9&#8217;u kanun kapsam\u0131nda g\u00f6rev tan\u0131mlar\u0131n\u0131 ve sorumluluklar\u0131n\u0131 bilmemektedir. Kat\u0131l\u0131mc\u0131lar\u0131n b\u00fcy\u00fck \u00e7o\u011funlu\u011fu (y\u00fczde 79,8) ya\u015fad\u0131klar\u0131 problemin nedenini g\u00f6rev tan\u0131m\u0131n\u0131n net olmamas\u0131 olarak dile getirmi\u015ftir. Benzer \u015fekilde nitel veriler de g\u00f6rev tan\u0131m\u0131n\u0131n net olmamas\u0131yla ilgili 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlilerinin sorunlar\u0131n\u0131 ortaya koymaktad\u0131r\u201d<\/p><p>Sonu\u00e7 olarak, bu \u00e7al\u0131\u015fma neticesinde \u015fu hususlar dikkate al\u0131nmal\u0131d\u0131r:<\/p><p>-2547 say\u0131l\u0131 Kanun&#8217;un 50\/d maddesi uyar\u0131nca atanm\u0131\u015f ara\u015ft\u0131rma g\u00f6revlilerinin g\u00f6rev tan\u0131mlar\u0131n\u0131n yap\u0131lmas\u0131, g\u00f6rev tan\u0131m\u0131 haricinde i\u015f verilmemesi y\u00f6n\u00fcnde d\u00fczenleme yap\u0131lmal\u0131d\u0131r.<\/p><p>-2547 say\u0131l\u0131 Kanun kapsam\u0131nda ara\u015ft\u0131rma g\u00f6revlilerinin ilk atamalar\u0131n\u0131n 50\/d kadrolar\u0131na ger\u00e7ekle\u015ftirilmesi hem is\u0327 g\u00fcvencesinden yoksun bir \u00e7al\u0131\u015fma ili\u015fkisi kurulmas\u0131na neden olmakta hem de 50\/d maddesinin ama\u00e7 ve i\u015flevine ters d\u00fc\u015fmektedir. Dolay\u0131s\u0131yla i\u015f g\u00fcvencesinden yoksun 50\/d kadrosunun neden oldu\u011fu belirsiz gelece\u011fi ortadan kald\u0131racak ve gelece\u011fin bilim insanlar\u0131n\u0131n yeti\u015ftirilmesi ad\u0131na tahsis edilen ara\u015ft\u0131rma g\u00f6revlili\u011fi kadrosunun \u00f6ng\u00f6r\u00fclebilir bir gelecek sunmas\u0131n\u0131 sa\u011flayacak bir kadro sisteminin tesisi bilimsel geli\u015fim a\u00e7\u0131s\u0131nda \u00f6nem arz etmektedir.<\/p><p>-Doktora s\u00fcrecini kadrosunun bulundu\u011fu \u00fcniversite b\u00fcnyesinde tamamlayan 50\/d ara\u015ft\u0131rma g\u00f6revlilerinin, kadrolar\u0131n\u0131n bulundu\u011fu \u00fcniversitelerde \u00f6\u011fretim \u00fcyeli\u011fine atanmas\u0131 h\u00e2linde norm kadro k\u0131s\u0131tlamas\u0131 haricinde b\u0131rak\u0131lmas\u0131 gerekmektedir.<\/p><p>-Ara\u015ft\u0131rma g\u00f6revlilerinin 50\/d maddesi kapsam\u0131nda atama s\u00fcrelerinin yenilenmesi objektif, somut, a\u00e7\u0131k, net ve denetlenebilir kurallara ba\u011flanmal\u0131; yeniden atanmama i\u015flemlerinin gerek\u00e7elerinin hakl\u0131, somut, net ve hukuki denetime a\u00e7\u0131k bir h\u00e2lde ortaya konulma zorunlulu\u011fu getirilmelidir.<\/p><p>-T\u00fcrkiye&#8217;nin mevcut \u00f6\u011fretim \u00fcyesi a\u00e7\u0131\u011f\u0131n\u0131n, daha \u00f6nce haz\u0131rlam\u0131\u015f oldu\u011fumuz Y\u00fcksek\u00f6\u011fretime Bak\u0131\u015f raporunda 82 bin 551 oldu\u011funu hesaplam\u0131\u015ft\u0131k. Bu a\u00e7\u0131\u011f\u0131n kapat\u0131lmas\u0131 \u00f6nem arz etmektedir.<\/p><p>-Yu\u0308kseko\u0308g\u0306retimde mezuniyet say\u0131s\u0131n\u0131n ba\u015far\u0131 olarak addedilmesinin yan\u0131nda mezuniyet s\u00fcresi de dikkate de\u011fer bir de\u011fi\u015fkendir. Mezuniyet s\u00fcrecinin uzat\u0131lmas\u0131n\u0131n en \u00f6nemli sebebi, ara\u015ft\u0131rma g\u00f6revlilerinin ili\u015fi\u011fi kesilme durumu nedeniyle ya\u015fad\u0131\u011f\u0131 ge\u00e7im ve gelecek kayg\u0131s\u0131d\u0131r. Bu durumun kamu kayna\u011f\u0131n\u0131n etkin kullan\u0131lmamas\u0131na yol a\u00e7t\u0131\u011f\u0131 a\u015fik\u00e2rd\u0131r. S\u00f6z konusu 50\/d&#8217;li ara\u015ft\u0131rma g\u00f6revlilerinin \u00f6zl\u00fck haklar\u0131 noktas\u0131nda olumlu y\u00f6nde yap\u0131lacak bir de\u011fi\u015fim, zaman ve kaynak israf\u0131 a\u00e7\u0131s\u0131ndan kayda de\u011fer bir sorunu ortadan kald\u0131racakt\u0131r.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><a
